There is fine for 50K per day to breach this which account to approx 1.83Cr. and I think major operator like Reliance and Airtel can bear that and can continue their services

Had it been just fine .. they can bear it but I think it may lead to their license withdrawal for repeated offense.

So they wont take risk.

yup. it's a fine for breaking the regulation. not a fee that you can pay and continue breaking the rule.

Still penalty is very less. License invocation for repetition should be mentioned in terms.
Kind of loophole to call for court or you are not serious on enforcing it, maybe both.

I think main license agreement would have a clause that any violation of any rule would incur penalty and may lead to termination of license.

Hence no need to mention it explicitly again.
