Unable to Change Fibre Plan from selfcare

Whenever i try to change the plan i get this error , What can be the issue .?
I never changed any plan ..

Go to Modify Services --> Track Service Requests and see if you have any existing request open or in progress.
 
The Selfcare is dummy sometimes . Give a letter to your CSC if its feasible in your area .
You can check with the 1500 Tollfree which they have . Btw they cannot change plans . They can surely tell you the status

Yes a 15 days old request for plan change is still in progress . Although plan is already changed ..it is still showing in progress.
Wth is wrong with bsnl ..
Now what to do ?
