Using different account

Guys, i have tried different exchanges with in 20 km, both having same plan on same name (but different username). couldnt use it !! it is bound to that telephone number itseems. that is what the information i got from Sub Divisional Engineer. That is the reason they ask/say always "Why are you changing password, you are not supposed to change it. None can use your internet even if they know the password" !!
