Very Low Speed - Home 500 Plan

Iam having Home 500 plan....but my download speed is very low ...max it goes to 45 kbps and min 5 kbps....greatly fluctuates in between this two values....average its 15 to 20 kbps....but my speedtest results are ok....

I use Opera browser...but to download files i use orbit downloader.....in orbit its showing such low download speed..whereas earlier it was showing 200- 220 kbps....
 
1.Test speed at Brisbane and Newyork with present settings.
2.Try opendns 208.67.220.220 and 208.67.222.222.
Change in TCP/IP properties page ( also in Modem. if required)
3.Check again.
If any improvement feedback. +ve or -ve
