Vi using fortinet firewall to block access to a lot of sites.

I hadn't recharged my Vi account for few months. But when I finally recharged my no. to my surprise Vi is now blocking a lot of Websites using some fortinet Firewall service like someone is using some school or college library wifi wtf.

This seems really odd to me, i haven't checked alot of sites but I guess there are probably alot more sites to which access is blocked. Is vi using this fortinet stuff in other regions too?
Edit: vpns also don't work WTH, can't even connect to any ipvanish node. Even websites of popular VPN providers are also blocked.

Firewalls are used in enterprise level too and there are hardware capable of handling such loads and are mostly used locally by region-to-region basis.
Fortinet also does do enterprise solutions, so if you think they only do the granny grandpa college library Wi-Fi protection, then you are very wrong.
 
@Lolita_Magnum The only thing that seems really odd to me is that, this isn't some local wifi guy using this firewall, it's Vodafone idea using it for mobile internet connection.
There's an option at bottom to send a request to "The adminstrator" to reevaluate the website block, even an option to request the block category of the website to be changed to other category(Eg: from pornography to proxy avoidance or vice versa) this really gives me school/college library wifi vibes.
