Vi using fortinet firewall to block access to a lot of sites.

It's probably because it's JK, it's being used.
All national internet providers especially Jio do use DPI based blocking which is done by Firewalls itself all around the country difference is instead of showing an alert page it simply drops the packet.
This is probably a config error on Vi's part which is why you are able to see the alert page.

Cloudflare Warp, Openvpn(TCP) works in my college wifi which has fortiguard stuff.
