Vodafone "AUTOMATICALLY" activated 3G Plan without customer consent

Hi Guys

This is my first post in the forum and would like to get some help on below issue I am facing with vodafone.

I am vodafone customer since 2007, and was happy to advise others until i discovered why my friends avoid vodafone. I have been using a corporate talk plan since long and activated 3G 1GB data (via request visiting vodafone store) in Jul 2012. Since then I tried limiting my 3G data usage till 1GB. This June (2013), i needed additional data hence activated "BOOSTER" plan using sms code "AB1GB" and received acknowledgement for same via sms.

to my surprise I was charged with rs 750 extra indicating a PROMO pack "MI_CAP_750_30d_PROMO_3G" and found the booster pack missing in my bill.

I followed up frequently with vodafone as why the promo pack was activated on mobile. The answer they suggest it is "AUTOMATCALLY" activated since launch of this capping plan in dec 2012.

My question here - TRAI guidelines suggests no plan should be activated on customer account with out customers "EXPLICIT CONSENT" the how can vodafone activate such plan "AUTOMATICALLY". Any pointers whom should I complain ? (I had written to customer care multiple times (request number 1376695736), even talked to them but they persist with replies "automatically"activated).
