VOLTE issue - problem of Jio OR Gionee?!

I am using a nexus 6p, and can only use data on Jio. Till yesterday, I could receive texts, but now even that has stopped. Why is there no VoLTE support? Is it a phone issue or some issue with Jio? Can anyone help?
 
based on what i have read/heard, google has to release a software patch to enable volte support. no one knows why they are not releasing it.
 
that's what i have read and heard. someone mentioned here that 6p is listed as a volte supported device on jio website. i have no current plans to switch to jio on my 6p so i have not really looked into it. i had to call a guy with jio connection once. it was painful. tried 50 times. just could not get connected.

Only Huawei honor 5 is VoLTE supported I think as per the website. 6p is data only. It's silly that a flagship is not supported, whoever's fault it maybe.
Yeah, it's my secondary number on Jio, so it should be okay. If I realize I might be missing to many calls, might end up using crappy jio4gvoice app. Worst part is till yesterday I was atleast receiving text messages, wasn't able to send. Today after the network outage of 7-8 hours on 6p, unable to receive text messages.
 
i am not touching jio unless i buy a dual sim phone lol. or start carrying a backup phone with me.
 
So as I keep using Gionee , I am realizing when the issue occurs.

I noticed that this VOLTE issue occurs when calling Landline number.

Mostly I call only 1 MTNL landline number. So I am not sure if it happens with all landline number (MTNL or non-MTNL)

It does not happen always but happens randomly

Can someone having JIO SIM card, try calling MTNL landline number - 4-5 times and talking 5-10mins?

And confirm if VOLTE hangs OR phone shows "hanging up" forever (call disconnects though but phone remains stuck at "hanging up" screen)

PS: Phone does not hang. Phone can be used except for calling.
