well i believe the regulations state that a number cannot be used for 6 months after it is disconnected.

I made a mistake of not using my airtel sim card for prolonged period when I went to USA in 2011 and my number was "recycled" and I insisted on if there is a way to get the same number but they said no. I had to get a new number when I came back to India. As soon as that happened I started using my wife's number every month to ensure it is not deactivated. I made a local USA call every month. Cost me 70 Rs per minute but still it was ok as I needed to keep the number on.

Recharging regularly & giving a missed call would not count?

Probably not. May be receiving SMS might count but I too used to receive junk messages but still my number got disconnected. One is better off either calling local country number (not India) or send a SMS locally.

At least one outgoing call in period of 90 days is required to keep it alive along with minimum 200rs recharge. Afaik.

in between they were putting lifetime validity offers, but even then they expect you to recharge if you have taken it

Read carefully the documents you sign, lifetime validity means until the providers license expired in that particular circle and even if the sim has lifetime validity certain recharge and call must have to be done by the subscriber.

It will be deactivated.I had an Airtel SIM with 8 months validity, I did not use / recharge it for 3 months and it was deactivated. Airtel did not notify me in advance or reimburse any leftover balance in that account.
