What options do I have if I lose my Android smartphone?

My cousin brother lost his Samsung Galaxy S4 phone, an hour back, snatched by couple of guys on a motor bike with no number

He has lodged a complaint at the police station.

Can we do anything from our end to wipe the phone, or generate an alarm. Can we install any app which will help us (assuming the data will be still on)

Can we disable the phone based on IMEI?

As long as you have Google account set up on your phone and have downloaded apps from the Play Store, you can always go here from your computer:FREE Lost Phone Tracker -PlanB - Android Apps on Google Play and install Plan B from Lookout Mobile. The phone has to be on and able to connect to the internet so it can download abd install this app, but you can locate the phone through GPS coordinates. There are several other options this app has that you can perform to help secure your device so that personal information isn’t accessed.
 
I guess the first thing thieves do on a phone is remove the sim and reset the phone. This is why Google Device Manager is mostly hopeless here in India.
