shows "error 38" which means no valid pack recharged as per customer care.

Did they add validity? Or you were out of validity. I was offered validity and then I jumped out.

So looks like min 128 recharge(Vi) is needed to send sms using balance:(

Everyone is on the same boat really. No one allows SMS with out a pack. Now after TRAI intervention, the only thing that's changed is that port out code is allowed

So I was trying to register my mother's UPI ID, and realized that the phone isn't able to send SMS despite some balance.

After all sorts of troubleshooting I read somewhere that we need to recharge the number with a pack of value 128 or above to send an SMS.

I mean, I recharged the number an hour ago with Rs. 99, and now I am supposed to do another recharge of Rs. 128 to be able to send a damn message.

It would be advisable to setup UPI on a number that is a primary number. Or a number you are willing to keep recharging regularly. UPI Apps sometimes log you out/ require you to verify the number periodically by sending and receiving SMS.
