How is the FTTH line quality of my BSNL Bharat Fiber Connection?

So i have recently got bsnl ftth service and its been good, lot better then traditional adsl2 system, So speed is great too but i want someone to look at these parameters of fibre cable and please help me to find out about the quality of fibre cable, So here are these parameters ......and i am unable to understand them.

Can anyone please say if the signal level of my line is fair or not? Please check the attachment.

For the past two weeks the connection was dropping continuously from some minutes to a couple of hours and there was no internet. The LOS red light was also blinking continuously at the same time. After raising the complaint the cable technician came and said that the signal level is fluctuating too much from -27 to -37, and said they'll rectify the problem very soon.

From today evening the RX level is always around -25, and there's no connection drop nor the LOS red light blinking. Does it mean that they resolved the issue? Or the issue with the signal is still there? What's the ideal level needed for these numbers?

So weirdly enough, my upload speeds are always consistently above 100mbps but my download speeds are all over the place . I get above 100mbps download at midnight but during afternoon and evening I get anywhere between 40 to 90 . Would it be because the fiber line gets saturated or something and would it be easy to fix if I talked to the LCO?
Currently on Fiber value plan - 100mbps 3300GB FUP

That'll remain a mystery for ever. Speedtests always have max uploads.

That said, real world upload speeds are only good to peered sites (google etc) while downloads max out everywhere. Maybe because I use a download manager.

We only have 1 BSNL uplink so if something happens to that line, Internet connectivity goes out in the entire town.
Some idiot stole a section of the fiber on 24th Evening and it was out until 26th Afternoon, Similar idiotic incidents happened twice before this. :|
Hopefully there will be less disruptions once there is another uplink in my town after late January.
