I am little confused. I checked many news papers website such as the hindu, times of india, hindustan times etc.. They all are saying of minimum 2mbps speed and there is nothing about fup. I have checked bsnl website no information regarding this. I have seen pre fup part only on forums and website such as trak.in.
Now i found this BSNL Upgrades the speed of all Landline Broadband customers from 512 kbps to minimum 2 Mbps . Here nothing is mention about fup.
Because most of these reports are just reprints or reworded prints of the press release from PTI. Only people who actually report about the internet scenario in India would bother to go into details and report about the reality of this announcement which is not very significant. Why would government negate the entire event by highlighting that they are not changing the FUP? What they need to do is redefine broadband as 2mbps as it was promised back in 2012. RS Prasad is an awful telecom minister. He has no idea what to do with his ministry which is quite visible from his statements majority of which has nothing to do with telecom.
