2Mbps speed and Home UL 900 plans

does "Upto 2Mbps" speed is applicable to Home UL 900 plans. tariff page isn't showing this.(Bharat Sanchar Nigam Ltd.)

Speed of Home UL 900 Plan is max.256 KBPS.U can't get 256 kbps for 1 min.U can get max speed 230 kbps..
