NEW DELHI: The government will auction three slots each of third-generation wireless spectrum in most of its telecom zones, including in the
lucrative Delhi and Mumbai regions, from April 9, the telecoms ministry said on Thursday.

Of the 22 telecoms zones, 17 will see auctions for three slots each, while four slots each would be up for bids in the rest, the telecoms ministry said in a document.

According to the Notice Inviting Applications (NIA) for 3G spectrum auction in 22 circles, most of the circles including four metros -- Delhi, Mumbai, Kolkata and Chennai -- would have three private players.

Only five states of Punjab, West Bengal, Bihar, Himachal Pradesh and Jammu and Kashmir would accommodate four private operators.

The document said all successful bidders would be allowed to offer 3G services on commercial basis from September 1, this year.

NEW DELHI: Mobile phone users will finally be able to access advanced data transfer and high-speed internet on their handsets through 3G technology
and broadband wireless access (BWA), post-September 2010. The department of telecom (DoT) has set September as the timeline when successful bidders will be allowed to use the allotted airwaves for commercial operation.

The successful bidders would be required to cover at least 90% of the service area with 3G technology within five years from the date they start 3G services. “The operator shall ensure that at least 50% of the District Headquarters (DHQ) in each service area should be covered, out of which at least 15% of the DHQs should be in rural areas, within five years of the effective date,” the document states.

In case the rollout obligations are not met by the fifth year, the operator would be allowed an extension of one year to do so with a financial penalty. It would have to release 2.5% of the final bid amount per quarter. If the operator does not complete its rollout obligations even within the extended period of one year, the spectrum allotted would be withdrawn while the bid price paid would be forfeited.

Central Vigilance Commission (CVC) has warned the communications ministry that the country’s 3G policy was ‘biased’ towards Indian telecom firms and existing mobile licence holders.

The CVC has demanded that the Department of Telecom (DoT) bring out policy changes to ensure that foreign companies and new entrants stand a fair chance to win the upcoming auctions. Adding a new twist, which could further delay the sale process of airwaves, CVC has also sought that DoT maintain “fairness and transparency in 3G auctions and offer equal opportunity to all potential bidders”.

CVC is Gov Limboooo,Well My State Punjab will get 5 3G player , one running , I think Reliance Comm and Tata docomo , will be the first and Fast movers , Airtel lags behind them, But swapp 22 do u know about CDMA spectrum auction , i do like to go with cdma rather than GSM 3G, Will Gov auction 800Mhz or 450Mhz, , On Wimax front , Bsnl has edge over other , it has very cheap plan ,
 
In Punjab BSNL has just started the wimax service on trail basis , in my town , giving wimax CPE for 20 days for trail, I will get it tommaroow, will update about bsnl in wimax forum
 
from what i have seen CDMA operators are already offering 3G services in india. the 3.1 mbps data cards are 3G speeds!
 
I think CDMA spectrum auction will take place for only 1 operator. I read somewhere. Dont remember now.

But that is in current spectrum, for data services , they need at least 1.25Mhz more, if they get it , i think in Data card they have edge over WCDMA. because Infrastructure is ready for them , just need little spectrum to go ahead

Even if cdma cos get spetrum in 450mhz , they can provide Mobile broadband to long area with single BTS, even 50KM.
Gov must Vacant 450Mhz for CDMA , Because wimax in initially cost very much for rural + urban , cdma is there for past 5 year , but in the form of 1X
 
NEW DELHI: Mobile operators Vodafone Essar and Reliance Communication today filed applications for participating in the 3G spectrum auction, which
starts on April 9.

When contacted spokerpersons of both the companies said Vodafone and RCOM have submitted their applications. RCOM has applied for 22 circles, while Vodafone is also believed to have submitted the application for 3G licence for pan-India.

Bharti Airtel, the country's largest mobile operator in terms of subscriber numbers, put in its application earlier in the day.
