about lack in download speed...

I have been using BSNL Broadband since 10 days, and the maximum download speed i could ever record is 185 kB/s. I saw several posts saying that they can download @ 220 - 250 kB/s .I'm use utorrent and i'm under Home 500C plan.Is there any possibility of increasing the download speed?And one more thing is even in the regular checks in dataone bandwidth meter, the maximum speed ever was 1.62Mbps (most of the times around 1.44Mbps).{all the checks without running any downloads, updates, torrent-apps}If i can det a bandwidth of 2Mbps, then i think i can get d/l speeds upto 250 kB/s.. But how is it possible for some of the users to get more than 250 kB/s with a 2 Mbps(=250kBps max) connectionI dont hav much friends with a BSNL Connection, so i want to know how much bandwidth does most of you recieve..
