Whatever u wanna do dont go for Airtel again.
I want u to change the torrent software if ur using utorrent replace it with bittorrent.
or the thing which u are downloading has less seeds! I am unaware about your line quality connection! Please take Glasnost: Test if your ISP is shaping your traffic and post the results

I'm not downloading *anything*.. The client is *just* seeding!!

take the test i have provided u the link above!!

I'm on the 512kps plan.. Upload speed is 256kbps.. Torrents are *only* seeding, I have QoS set up on my dd-wrt router.. I've manually set upload speed to 155kbps, but when I start seeding torrents, I experience MAJOR packet loss (upto 60% packet loss)

Edit: I also have a limit of 50 connections on the torrent client.

Just to triple check, if you're using uTorrent (in particular, other clients may vary), if you're setting 155kB/s as the upload speed limit in the bandwidth tab, it will think you've got nearly 1.3 megabits of upload bandwidth. If this is the case, try setting it to 15 and see how it goes.

Did u check with ur neighbours or any1 who uses mtnl in your area??? Howz MTNL for them.

Suggestion : try changing your DNS server. Here is the link to find the fastest DNS server :GRC's | DNS Nameserver Performance Benchmark

You're aware that this software will only work well if you've got the various DNS servers programmed in from around dindia, don't you? It doesn't automatically seek out DNS servers from various ISPs - the servers in it's list are hardcoded in.

I've got an ini file with common DNS servers for a variety of both NZ and Indian ISPs (though it's very much incomplete, especially for Indian ISPs) in case you want to use this software to test the best DNS servers for you.

Nope.. I've set the QoS upload speed to 155 kbps (bits per second). Upload speed limit on torrent software (Deluge) is 10 kBps (bytes per second).

Which router do you have? It wouldn't by chance be something like the Linksys e3000, would it?

Wired.

Does it happen with Asus's stock-standard firmware?

What's the router's CPU usage like when you're running torrents?

Yes. The thing is, I have no issues with torrents on Airtel, but I have them with MTNL.. Same configuration with both connections..

load average: 0.00, 0.00, 0.00

Trust me, its not the router :)
