An optical power of -30dBm

I am having a Optical receive power of -30dBm on my ONT and by seeing the forum , I am thinking should it be below the 25 mark. The installation guy has left some residual or extra wire and twisted it in circle (around 10 CM in diameter) . I am experiencing some minor connection drops sometimes . Should I get my cable cleaned once ?
The Fiber has been terminated from black cable to yellow in a plastic termination box in something like this which is cheap on BSNL`s side

My pings are also very bad with respect to the pings on forum here . Speeds are fine and near to the plan speed

Mine is -30.9 dB. Internet works good when it works. Even I used to worry about this but eventually I just figured that those minor downtimes are actually from the BSNL exchange and not from my router or cable connection, because it works very good after evening. So if the low Rx power were really the issue, it shouldn't have worked so well during non-office hours.
