Yup, any sort of scripting will work well for this purpose but with a caution, as I have been running scripts using the windows scheduler:
1. In the MTNL server in Delhi, server time is ahead by around 15 minutes, so either match your comp time to it or set your scheduler to kick in 15 mins earlier.
2. Most of the torrent downloaders, have an inbuilt scheduler, which can be set for the allowed range. I have found utorrent to be good. Outside the schedule, it will totally stop, even DHT. Not a single byte gets DL/UL. Coupled with the reboot will save you unnecessary billing.
3. The MTNL server may not record the reboot everytime. I have been checking this for some time now and I am sure there is a big bug in their usage recording setup. What I actually DL is much more than what is captured on the site.
4. To take care of point 3, I schedule a reboot twice at the start and end each, followed by a forced shut down in the morning.
Another thing that may be of concern to the security concious. The site for checking usage is totally unsecured. When you login, the login/password is visible in the url string. This can be used to break into your account, fiddle with your mail etc etc.....The url goes in the form:
