My bsnl pings are pretty good if i use their own dns and pings are worst when i use open/google what ever it is...
When there is a low speed I will just switch to dns advantage pings are very bad though.. I keep changing it.
BSNL pings used to be in 200/300+ range irrespective of the DNS settings for me. I've tried everything possible before giving up on BSNL, for more info check this thread: https://broadband.forum/bsnl-broadband/79111-getting-3-4mbps-bbg-uld/2/#post637767
