BBG FN COMBO 600 speed is very slow

I am getting a very low speed on BBG FN COMBO 600 connection. I have tested it in "http://speedtester.bsnl.co.in/" and it shows as "417.10kbps" = "52.14 KB/sec" which is very slow.
Expected is "2Mbps" = "200KB/sec". What should I do ? Can someone throw some light on this ? Has anyone experienced this earlier ?
 
recheck in night time when there is less traffic. Your speed is ridiculously low...
 
I used to get faster speed till 2 days back. It's the same even in night time also. As per BSNL specification I should get upto 2Mbps which I am not getting. I have been extensively using this 2 to 8 AM download period for movie downloads. I don't if that is the reason why they might have switched my connection to a slower server. Have you ever experienced this problem before while using 2 to 8 AM free download heavily ?
 
If it happens only for sometime, or during specific periods, you will have to contact exchange.
 
everything is allright for me here but yeah now that u remind me i recall having slow speeds during past week....it may b just for a brief period u know and i am right if u use torrent sometimes it may b slow too

The low speed might be due to any wireline problem in your area. Lodge a complain in BSNL customer care or visit your nearest service centre...

I have spoken to the concerned authorities and getting better speeds at day time. But in between 2 to 8 it's not as same as day time. Why is it so ? Is BSNL trying to control the downloads at night time for heavy users like me ? I have already used up 30 GB. What say ?
 
I am noticing a strange problem while downloading between 2 to 8 AM. That is I am starting download at 2:15 AM and after an hour so the download is getting completed abruptly.
DId any one face this problem earlier ? Why is the connection getting dropped or reset only at night ?
Also event viewer shows the following:
