bsnl 4mbps problem

recently changed my BB from BB home ULD5\845 to BBG Home ULD 999 but iam getting only 1mbps but my plan requries 4mbps and also complinde more than 10 to 20 times thy not taking care about it and i also Check Line-rates Upstream and Downstream it is 2048 but it should be in this range range 3800-4096 what can i do now pls help me iam totaly disapointed with bsnl

seems like bsnl exchange guys were lazy to upgrade your speed,consider yourself lucky someone in the exchange managed to move from his chair to do something useful
