BSNL BBG Combo ULD 1199 to offer 2mbps Unlimited & unlimited local/std calls for Rs. 1199

@Sai @Ouch My friend, I doubt very few people have fought harder than I have done over the last 8 years (and especially the last 4-5 years when my line has been terrible). When I tried to fight too much, the BSNL SDE (head of broadband/DSL at Dispur exchange) told me sort of directly to disconnect my broadband connection if I cannot bear up with the pathetic lines. He told me that BSNL is planning to reduce customers and does not care about customers anymore (this was told within the last 1 year even after the Digital India initiative) and wants to keep a few handful of customers. I sent complaints through online portals to Ministry of Telecommunication too but they forward everything to the local exchange where the people are not interested in retaining or increasing customers. Anyways, the Assam govt. offices come under Dispur exchange and they care more about keeping the govt. babu lines problem free and thus the babus happy instead of caring about the individual customers. There are no major competitors to BSNL (except sort of Jio which came in the last few months) and so, there is no question of fighting too much when the officers are giving me multiple warnings that they would get my line disconnected if I go ahead with a fight. If there is some alternative, there is also an option to fight. In fact, that is the same reason BSNL as a whole was sleeping for the last decade (although they lost a significant portion of customers due to the neglect during the same period and went on to become a loss making company). Now, they are seeing their monopoly breaking for the first time with competition arriving and so, they have introduced new plans.

Unless there is a realistic alternative in proper broadband to BSNL, I still cannot dare to fight as I have been told 3-5 times at least by the Dispur SDE himself to get my lines disconnected if I find the lines are problematic. Now, they will have a lot more customers and can show their report cards even better compared to the past. They hardly need to care about old customers now with the barrage of new customers they would receive with their new plans and would disconnect old customers lines as per their whims. If I say anything, they complain that govt. of India does not care about Assam and are not ready to provide funds for improving lines in Assam. I have been stuck between a rock and a hard place for many years now with the BSNL connection.
 
i would ask the sde to provide his recommendation in writing and forward it to the higher authorities. in fact, i would file a complaint against him for his behavior.
 
Once Jio FTTH launches, I would take the fight a bit directly. At the end of the day, the local exchange or authority has the final say. Not even the PM has enough time to cater to individual customers. They can show any reason to disconnect the line and would hardly care about it. I am not against the SDE myself. He has got the same posting for the last 8 years since I took up the connection and he is still decently helpful especially as he respects my dad who is a retd. govt officer (he was a govt. officer when I took up the line 8 years ago). He even came to my house probably 4-5 times over the last eight years trying to help (especially when my dad was still a govt. officer) but he himself seems frustrated with everything. He respects my dad and I also sort of respect. So, I do not want to go directly against him.

I have heard that the JTO at Dispur (the next officer under him) has changed after I took up Jio. So, I would probably check if he is helpful. He is not a local guy but a person from Bihar (JTO, SDE and lineman all were local Assamese guys previously). So, he might be more interested. I know the guy as he was previously in the broadband section of the same Dispur exchange for the last couple of years. One instance of my interaction with him which I remember though and had not been very pleasant was the upgrade from the 4 Mbps 80GB FUP plan to 8 Mbps 175GB FUP plan last year. My FUP increased but the speed remained the same at 3.8 Mbps or so (it was 3.5 Mbps or so in the 4 Mbps plan earlier) even after the upgrade. When I asked him about it, he gave a false explanation that it is normal to get 4 Mbps on a 8 Mbps plan. I know it was not their fault as the port speed was changed to above 8000 and the upload speed to above 1000. It was probably their terrible lines which could not hold anything above 4Mbps but the thing which I did not like about that guy then was that he was not ready to accept that it might be due to their lines fault and said it is common to get 3.8 Mbps speeds on 8 Mbps plans. The speeds increased from 3.5 Mbps to 3.8 Mbps when I changed the plan from 4Mbps to 8Mbps. So, it seems their terrible archaic lines were throttled in themselves but at least it would have been good if they could have accepted the same. I kept that plan for a very long time (including a whole month when I did not receive any internet at all as the lines were cut in road relaying work) but the speeds never improved to anywhere near the 8mbps plan on which I was on. I also learned it that if you are using BSNL, it is not recommended to go above 4 Mbps plans as their age-old lines cannot bear any speed above that.

Overall I will give a try with the new JTO guy. I would probably go to change the broadband plan from 675 ULD to 499 ULD for the next three months as I have not been using BSNL for the last three and a half months anyways since I took the Jio/LYF unlimited. I will probably also go to the JTO guy to get something out of the plan. I will probably give the idea of advertising locally about their new plans too. BSNL had around 30-40 customers 5-6 years back in my road itself. Now, it has reduced to hardly 3-4 customers including me (I heard a couple of more disconnected last year) due to their pathetic lines, neglect, and apathy for existing customers and their expensive plans/no change in plans overall). They can regain the customers again if they give some services and advertise their new plans. One of their lamest excuse over the last few years for not improving lines or investing in new lines easily on my road has been that there are not many customers recently. But they conveniently forget that most people were forced to leave BSNL (some kept waiting for years for their lines to get fixed) due to their terrible lines and service and refusal to fix lines. If only they had kept their level of service even somewhat decent, they would not have lost customers in the first instance. Most people on our road are retd. govt officers or existing govt. employees or other private job holders. These guys have tons of patience by nature and have waited for up to years to get their lines fixed. But not many has infinite patience or need for broadband as we do. In case of an average consumer, if you are going to piss him off for long while also keeping the prices high (both internet and call charges as was the case with BSNL till 2015), he would shift to some private 3G network instead. I would try to give them a few suggestions. Hope they listen to some. Not very hopeful of any real changes but hope is something which has finally resulted in seeing some good plans in BSNL though I had to wait for over 8 years.
 
If I was you, I would ask him to give everything in writing. And forward it to higher officials. I really don't think that he has the right to disconnect simply because you have complained.

One of my friend living in remote rural area applied for broadband connection few months ago. They refused to give connection. Did everything in his capacity and even filed RTI. Same response, we can not give connection. I took up the matter and send photocopies of entire communication to Mr.Anupam Shrivastava (CMD,BSNL) through Registered Letter. In one week of delivery of the letter at New Delhi, BSNL started deploying new cables to friend's place. And in 15 days he had working broadband connection.

So take a firm stand and write to higher officials. There is no way they can refuse fixing issues or give lame excuses for same. Its a government company which is being run on tax payer money. Being tax payers, we have every right to demand proper service. Its not some private company which can act as per its wish.
 
Why bsnl don't provide 25 mbps unlimited internet daily cap of 4gb till 31st dec 2016. They have attainable rate of 26 mbps in my locality. is it possible? :)
