CASE IS YET TO BE FINALLY DISPOSED OFF BY CIRCLE HEAD OFFICE . FORWARDED TO CONCERNED UNITS/SECTIONS FOR TAKING NECESSARY ACTION.CASE CLOSED BY SSA/AREA LEVEL OFFICE ON 22/10/2012 WITH THE REMARKS CUSTOMER IS GETTING SPEED OF 3.4 TO 3.5 MBPS,GET CHECKED AND VERIFIED. SUBS HAS BEEN INTIMATED VIA EMAIL. . PENDING AT HARYANA CIRCLE OFFICE.
They basically checked that you're getting 3.4 to 3.5 mbps and hence closed your case

i am more curious about this. i can see that it has been closed by the junior guys.
 
Sync rate is the problem here, you won't be able to achieve 4 mbps on 3999 Kbps down rate. Ask the JTO to change the connection profile to 8 mbps.

how do i find out the contact number of the JTO of this area :D

You'll have to visit the exchange in person, meet up with a JTO, explain your problem and ask for his personal number. They don't give their contact no. unless you ask them personally. From my personal experience, they don't respond to phone calls but you can send them messages on which they usually act.

OR

Wait for a 2-3 days for a response, then register a fresh complaint at the mis.bsnl website.
 
Its a matter of persistence. Earlier, about two years back, I used to face a lot of disconnections and got a maximum speed of ~600-700 kbps on a 1 mbps plan. I kept registering complaints on CC and online. They got so fed up that they sent an engineer to my house from their head office. He got my entire line changed and my connection synced at 1120 kbps. The only way to get them to do something is to irritate the hell out of them. At the moment they have synced me at 2304 kbps and I get between 1.9 to 2.1 mbps so I guess there is a ~15% over head. So they need to sync you at at least 4.5 mbps for you to get close to 4 mbps speeds.
 
so the basic thing is that i would have to go to the exchange (have no idea where that is even :\ ) and find the guy responsible for broadband connections in my area. beh.found the exchange for my area. it's in south city. would take a friend who is used to dealing with government babus and try to get it done. otherwise, his uncle is always there. :\would update tomorrow :D
