This is a very strange issue. I don't think anyone else is having similar issues, or has bothered to start a thread on this topic. I mean I just looked at the top ten topics on the forum and couldn't find a mention on what this issue is.
Contact BSNL helpline. Dial 100 and tell them your problem. They will 'fix' the issue for sure.
It might have something to do with this news:

very nice info thanx guys i called BSNL-CC for support due to low speed....they told is same problem all the places and hung up i mean it they literally hung up....if it was in US i could sue BSNL for disater customer experience & made some money.......
