Your downstream/upstream SNR margin is very low. Condition of the line is not good (or the modem is faulty). Get it checked/changed.
Your downstream line attenuation is much higher. What's the line length? (as in, what's the distance between your place and the BSNL exchange?) - I'm guessing 3+ km.
Modem won't sync if data rate is increased more. First you need to get your line/modem fixed, then you need to get this downstream data rate increased to ~5000 Kbps if you want to see 4 Mbps on this line. You'll get 3.6 Mbps speed if it's set to 4096 Kbps.
Solution: Get a TP-Link modem if you can. If issue still persists, get the line changed. Seems to be a copper related issue rather than a routing/networking one.
BSNL should hire/pay me for providing tech support on forums.

Thanks for writing, friend. Really appreciate it. And yes the exchange is like 2-3km from my home. So what do i tell them when i call? I wanna get my line fixed, SNR margin is low? Hope they understand. Last time i called they sent some lineman to see if the wiring is correct :nonchalance:
Although its been 20hours and the connection hasn't gone down. I really don't know if that firmware patch fixed it. Though i would still like to get that fixed and increase the downstream data.
Can you suggest me a really good TP-LINK modem? Flipkart if possible. I was thinking of going for high end Cisco ones because TP-Link and Netgear tend to have a LOT of mixed reviews.

Trust me, I have a TP-Link TD-8817 / TD-8816 and it works fine with BSNL. Get it and connect it to your WiFi router. Then post modem stats so that we can investigate further. If you believe that your existing modem isn't faulty, then simply call up the exchange and inform them that your line is unstable. Explain the issue in brief and don't use too many technical words (lol).

Alright but what if the router has become faulty too? How are TP-LINK's modems with routers? TP-Link1, TP-Link2. If not, Know any other good one?

Okay friend. Ordered this one last night. Hope its an easy setup and SNR values go up a bit. Later i can ask them to just increase downstream data. I'll post stats whenever i get it. Thank you.

I am not sure if change of modem will work. If it is caused by a line issue or distance from exchange, a new modem may not help.
