BSNL not changing my landline wires

High everybody,i have taken bsnl broadband home combo ul1350 from two months.my phone number is 03581-258458, 4m dinhata,west bengal.their is a joint(pretty much exposed in air) in my landline connection.bsnl lineman gave me joint wires intentionally to save some wires surrendered by someone.now i face frequent disconnection problem at night(dont know is it for the joints or some network problem).i heard from a bsnl broadband engineer that there should be no cuts or joints in a landline wires for proper broadband connection.so i requested for a replacement of my landline wires at local exchange, but the next thing they do is to call me back and refused to change my wires.what should i do now to change my landline wires.will bsnl ever change my landline wires or i am stuck to it?

Similar problem was faced by a person I know - Reported that internet is not working at customer care... When the repairman came ... Gave him a nice cup of "Tea" & a glass of "Water" , and gave info of problem... The repairman spent some 3-4 hours at his house correcting the whole line , seems 2-3 places the line was cut & needed replacement, which was done.Was not the right way to go about it .... But...

this is bsnl we're talking about, and in a location where they have virtually no competition
