Sorry Neo, nothing that sort has been mentioned in the announcement. Hope i get more information about it.

From today morning it is back to steady speed of 512 .

So basically BSNL has given us an option of paying Rs 570 extra on top of ULD 675 + 14% = 770 and getting 21 GB of 2 Mbps data (20 +1 free GB) and 512 post FUP.

BSNL total cost 770 + 570 = 1340 but it comes with free calls between 9 PM - 7 AM

Airtel comes without voice

For Airtel I have to pay 1299 + 14% = 1481 (40 GB FUP 2-16 Mbps)

or 999 + 14% = 1139 (15 GB FUP 2-16 Mbps)

For Airtel you can add Rs 99 (+14% tax) for unlimited calls 24X7. Also FUP depends on circle to circle. For Chennai 999 gives only 10GB FUB where BSNL's 945 is better with 8 GB FUB + night calls free.
