Can someone explain this

Piyush, i don't think it depends on the site. Most major websites have enough available bandwidth to let you download at very high speeds. Its the ISP that doesn't allow that to happen.
 
ISPs actually buy bandwidth in bulk and sell to us. So they will try to make sure they get maximum per MB as they have to pay for it too. They have to invest in infrastructure too. So they give low speeds at affordable rates. As the speed and data limit goes higher, heavier it comes on our pocket.
 
errm. if you are a bsnl customer, bsnl's own servers are probably accessed by you locally and not through the regular internet route. so it is probably bypassing their speed limiting hardware/software. :| consider it like a LAN...

Exactly.

BSNL doesn't limit the speed of their official servers (which are all connected to the back-bone of the NIB) - it all depends on your line speed. Some have 2mbps, while others have more. I have 4mbps line speed and I get a download rate of 322kb/sec at a minimum and a maximum of 710kb/sec. Basically, those sites are on our LAN as described by adminji above my post.

Line speed = Attained rate on your modem, not your subscribed internet speed (P.S, I was on the 4mbps plan, now on 512.. so my line speed hasn't changed since its a manual process)

You will never be able to attain this speed on other sites/servers unless they're hosted on BSNL's infrastructure itself (Or if you've subscribed to the higher speed plans, of course)
