"TRAI set the minimum speed required to be sold as broadband at 256 kbps. Now it wants to update it to 2 mbps. But ISPs are opposing the move and have used their lobby to stall the reforms. The problem is that after reforms, no ISP in India will be able to sell plans with FUP that reduces speed to 256 kbps and label it as broadband. FUP pretty much nullifies the growth we have made over the last couple of years"

Now when the BSNL has applied FUP,,and sadly but certainly the MTNL will follow soon (in fact i think MTNL have started working on it,,the recent speed fluctuations may be the reason for this,,,,,,,,and today i am not getting more than 32kBps on my utorrent

The resolution of online videos and photos are increasing day by day ,it's being difficult to just browse the social networking sites like FB,and it is becoming harder and harder(5 mp camera phones are just too common now
),,,,,,,,,BUT when whole IT world is growing exponentially,the growth of broadband in india is being stunted by the ISP's here,we have TRAI to regulate them but it seems that the thing is going other way as the ISP's lobby is regulating the TRAI, and some time this lobby also regulate the GOvt. ISP's (bsnl & mtnl)..
The court seems to be the only option available NOW.
