I want to buy a cdma phone under 7k. Only one is my requirement, should have evdo compatibility of 3.1mbps.

You should be able to find it for 7.1k - 7.2k in local stores. There's a listing on Amazon for Rs.7,299.

The problem with cdma budget phones are, They are boughtimported by carrier itself in bulk (Reliance, Mts, TATA DOCOMO etc) mostly from zte & Huawei, china. So it's mostly locked to that carrier. Both sim & simless. So it has to be unlocked to make it work for all cdma service providers. Unlocking won't void warranty. As the warranty is covered by manufacturer and not the service provider. ZTE & huawei phones are better than cdma phones of Indian companies.
Btw, just a word of caution cdmaevdo data tariffs are costly than gsm3G (except BSNL's UL plan)
