They suspect it was done by government agency not by any individual.

How that matters?

When government agency hacks, the normal websites are safe. When an individual hacks, he will sell or exploit even the ordinary website data.

 

[Smh]

They will use low value targets to make botnet, spread malware, as C2C etc.

Servers used in this attacks are normal hosting servers, which most likely was part of some normal compromised site, not special purpose govt servers.
