debit card online..

i am looking for a debit card that works online(paypal etc)...i think most banks give visa electrons for debit cards but i have heard its upto the bank to allow/disallow its usage online...anybody know of any bank offering debit cards that do work online??

can somebody here take a cheque of around Rs 3-4K from me and put it in my paypal??.. (after the cheque clears of course)

is your paypal account verified? coz if it is not i dont think you can accept payments to it.
