do hathway speeds really change after fair usage policy?

Confirm here (after using 5 MBPS) whether speeds really changes after FUP!

I'm not using 5 mbps connection but 2mbps instead im from bangalore and I can tell u that after FUP speed is getting low.Basically after FUP speed should be low for any plan , I think it's a bug for those who have the same speed after FUP.

Bombay subscriber here,
Been with hathway for 7+ months. The speeds do drop down after the FUP limit, and I usually get an sms confirming that my speeds have now been reduced.
