Welcome to Broadbandforum.in.
1. ALL phones to be connected AFTER ADSL splitter.
2. Connecting modem directly to Phone line ( without a splitter ) allowed but not usually done..( you are bypassing a low frequency filter )
3.Mention your modem model/make.
then pass your phone line thru modem....
Not clear.
PH0NE line ===>>RJ11==>>LINE PORT==>> ADSL splitter ===PHONE PORT ==>>RJ11 == ALL phones.
.........................................................ADSL PORT ==>>RJ11 ==>> Modem.
Para two : Post SNR and attn data of your modem.
What is the download manager you use ?
.

i am using D-Link ADSL 2+ GLB-502T
Remember this has a built in splitter. So your phone connections may go from modem.
confirm. Else follow picture by @onlytest.
Para two:
BSNL line -> Different Rooms - > Splitter (in one room) -> modem -> to computer
Modify.
BSNL LINE Junction === ADSL Splitter ( BSNL supplied or from computer shop) ===Phone POrt=== PHONE splitter ( from electrical shop)===Rj11 cables different rooms/phones. .
