DTH operators may have to offer inter-operable boxes

user guide is of no use. they would have to enforce dealers of the two services to 'provide' interoperability.
 
It is, if user guide dont work then TRAI/DoT can take action for preventing the customer from switching by giving improper instructions.
 
these dth companies would have to start selling smart cards first along with the converter device... :Pi dont see that happening till supreme court drops in to say: hello, fix it or i would come and kick some ass.
 
Even if TS or Dish TV dont tell to the customers the guide to install transcoder, the other DTH operators will be very much happy to help the customers.

Other DTH operators are using MPEG4 technology and hence no point in using MPEG2 STBs. Customer will HAVE TO buy new STBs.
