First you put artificial restrictions on who can enter the market using what technology and which satellites they are allowed to use (the national security bogey). Now that players have stabilised, a cartel will be formed wherein new channels won't be able to reach the viewer unless they shell out the 'hafta'. Throw open the sector - unlimited competition and zero technological restrictions. Only then can market economics succeed.
