you cannot create a sets of circles currently. a crappy work around is the make circles with members of different circles. so basically you can create circles like this:
family
college friends
relatives
family + college friends
family + relatives
family + relatives + college friends
and so on.
i understand that this is painful.
you cannot change what circles you see in your primary stream. google however does provide sliders in individual circle stream with which you can block individual circles from your primary stream...
you can use the slider to control the number of posts from individual circles that appear in your primary stream. google controls the kind of posts that would appear. facebook allows you to approve/block types of posts (photos, status updates etc etc). google does not yet.
