got it, after clearing play services data, and restarting the phone

Read many comments, that how easy it's to spy on each other's spouses as it does not requires any sort of activation or software installation.
Only logged in google id is sufficient to track any phone

but latitude required "location on" enabled.

Probably not. The whole idea of enabling location services is to allow Google to track your location.

if we disable gps then also we can track through device manager, i have checked it.

if you disable the location service then it will not work but if selected either of the 2 sub settings under it, it will work

Well that is because of the new Location APIs which can work without GPS. Google can guess your location based on the wireless network you are connected to
