No... what he meant was if you use dynamic IP, you will get a fresh IP every time you disconnect/connect. So you wont have to wait for long while downloading from link-removed/link-removed.Speed-wise... I dont think there is much difference in the two...

Dynamic Ip means that Torrent speeds will usually be higher, because you connect everytime with a new IP and so for low share ratio's on trackers, your IP will not be baned or the Bandwidth choked

I also want to enter the backroom, it shows me but does not allow to enter, admin help....
