How to safely clean GPU fan?

great. so many years have passed by and i am still looking for a compressed air can to clean the GPU fan which is making so much noise that it is driving me insane. someone guide me please?
i have a feeling i have asked this question before. :

I doubt the readings Admin got on his system, Noise should not be beyond tolerance at 40ish temp.

mine is not a fan that is running too fast. mine is a fan that is running slow because of the dust

Your temps are normal , GPU below 75 C are normal

this sounds better than paying similar price for a canister of air.
but are you sure it would not damage the gpu?

Use in small bursts , i have been using for two years on my PSU , gpu , cpu , nothing has been damaged yet , Ebay price is high in nehru place this blower sells for 400

what about a hair dryer for right now? i think most of them have a no-heat setting which just blow regular air?
