Maybe any of your connected devices is infected by Proxyware, which is renting out your bandwidth to others, just check for any shady modded apps or free vpns.
one thing i have noticed that when i restart my router only last two digit of ip changes (169.yy.xx.xx) , earlier it was like whole ip was getting change like (106.yy.xx.xx,27.yy.xx.xx)
Probably your router is being used for DDoS attacks. I don't know how, but it appears to be the case from what you have shared. Check your router firewall and update the firmware if possible.
If you are familiar with Linux, please try to use something like https://tails.net/ that can boot and run on USB. Pretty much all Linux distros can boot and run from USB.
