Maybe any of your connected devices is infected by Proxyware, which is renting out your bandwidth to others, just check for any shady modded apps or free vpns.

no i dont have any VPN app on pc & phone .

one thing i have noticed that when i restart my router only last two digit of ip changes (169.yy.xx.xx) , earlier it was like whole ip was getting change like (106.yy.xx.xx,27.yy.xx.xx)

remove the patch cable and reset your ont.

Probably your router is being used for DDoS attacks. I don't know how, but it appears to be the case from what you have shared. Check your router firewall and update the firmware if possible.

Reinstalled Windows from USB? Is it original download from Microsoft download center at https://www.microsoft.com/en-us/software-download/windows11 ?

If you are familiar with Linux, please try to use something like https://tails.net/ that can boot and run on USB. Pretty much all Linux distros can boot and run from USB.
