Try complaining to the SDE of your exchange. Call him and ask him to remove any caps on your connection.If nothing works, try a written complaint to Nodal officer and/or Appellate authority.
 
I am on Home 900 UL Plus(Dont know which plan this is as it is not mentioned on BSNL site).
I changed from 1000 ULD Combo to this plan yesterday.Plan got changed within few minutes but this is what I am getting :

Interestingly upload speed is more than download speed !

Earlier I was getting the opposite on 1000 ULD plan ie .70 mbps download and about 60 mbps upload.

I am not even sure whether BSNL knows what they have written on their website and what they are and can deliver in reality.My earlier plan 1000 ULD was supposed to give 2 mbps speed according to BSNL site but I got around 750 kbps through out the month.

Does BSNL allow BB plan change at the beginning or middle of the month even or not ?
 
According to recent reports, sites like udaan.bsnl.in are approving plan change request in absolutely no time. Try your luck. You can also give a written application at your exchange. Proper follow up can get the order for approval of NIB that day itself and you will get the plan changed in a day or two.

Thanks Dilip for the advise. I just called up BSNL Broadband Customer Care and they said the speed I am getting depends on the distance from the exchange. I asked what about the speed promised according to the plan. They could not give me a satisfactory answer. I think I should wait till morning cause I think BSNL Customer Care do not have the right people in the night shifts.
 
@ scorpio24Don't try customer care. They don't have any idea what is happening. Call customer care and ask the no. of responsible person. For example SDE of your exchange or someone from Admin department who handles Broadband. Many users had to talk to SDE to get their speed issue fixed. Hope your efforts will pay.

What I meant by getting plan changed in the beginning/middle of month was that since I got my plan changed online on 28/2/2011 but I am not satisfied.Can I get it changed again today online or will I have to wait till the end of the month ?
Any idea ?

PS : I personally feel that all excitement of getting superfast speeds on BSNL BB as well 3G will soon end,when we will have to face the reality.
 
I think minimum hire period for a plan is one month. You cannot change before next month. You can also check with the Admin dept of your exchange and confirm.

I am sick with the words from BSNL, " speed is the problem due to distance from exchange". Nodal officer can do something ?

Try talking to the SDE of your exchange. Also post your SNR and Attenuation values. Ask the line man to give a line with no joints and replacing non insulated parts.

If nothing works, you can talk to the Nodal officer or Appellate authority.

As a last option try " Tarang " WLL phone from BSNL. But the maximum speed will be 114 Kbps.
