Zaheer should have been selected for the Odi's, as they are to played first

Zaheer might not have been picked for the ODIs because they fear that he might get an injury during the ODIs which he is liable of and end up in leaving the tourny before the start of the Tests.I think it's a good move by the selectors.They seem to be giving priority to the tests over ODIs now.

In odi's he will have to bowl max 10 overs. single test will be def more than 25 overs atleast.

Buddy, they've picked him in the tests only that clearly gives an indication that they are not considering him for the WC.Moreover, it's seen over the time that he's been getting injured quite a lot of times in a very short span.So, even if in ODIs you've got 10 full quota of overs, he can get injured in that as well.Though like you I'd have liked him to be in the ODIs because we all know how important he's for the team.
