Any idea on what internal agreement they made? Cogent will get access to Asia ?

Is there any International organisation that make sure that these big tier 1 isp doesn't f**up else they are liable to panelty. I mean any global regulatory authority.

Before going internationally, our DOT & TRAI should do something for this and other QOS things for these tier 1 ISP's.
