technically yes.... let me explain a little so anyone can understand. if we have 30mbps of bandwidth , we can stream any content that is large enough to fit inside this pipe. so it doesnt matter which stream 4k or 2k or 8k (assuming your device is capable of high res playback)... the only important thing is bitrate. any video with bitrate less than 30mbps or 30,000kbps can be streamed via a 30mbps broadband.
edit1: so 100mbps can stream any video with bitrate of 100mbps or 100,000kbps
coming to netflix, prime and youtube, they have dynamic bitrate which will adjust with the speed of the connection. so irrespective of any resolution you stream the bitrate is important. youtube will have low bitrate videos compared to netflix and prime. this dynamic bitrate adjustment is when some video may start at low res low bitrate then move to highres and you will experience better playback and vice versa.
the youtube videos, no matter 4k or 8k will definitely have low bitrate maybe in the range of 6-8mbps.
netflix will not play 4k videos until its algorithm detects a steady connection of 16-25mbps (recommended on its website).
i have no idea about prime since i have tested it.
so finally answering the question.... yes we can have very smooth 4k playback with 30mbps connection via jio.
Edit2: if you want to know more about netflix quality check out "test patterns " video in netflix. let it run so it will show you the resolution bit rate and audio details. which is used to test internet speed and playback capability of the device.

yes, thats how streaming service works. they only transmit parts of video at given time, then when playback hits certain time closer to end of first part, it fetches the second then so on and so forth.... this algorithm is used in hls protocol (http live streaming).This is not correct way to test. Streaming doesn't utilise the bandwidth equal to video bitrate continuously. It will buffer initially during which it will use very high internet bandwidth, then the video will play from the buffer, then it again starts to download video to add to the buffer, spiking internet use and so on. You can't monitor network to see video bitrate. At best you can find average bitrate of the video by accurately determining how much data the app used during the full video stream. But even that will not give you peak bitrate of the variable bitrate video that streaming sites use.
