I am not sure, but to me the simpler thing to do might be to keep the age at 18 & under 18 to be reviewed by a panel on an adhoc basis for heinous crimes...
 
Juvenile Justice Bill in RS by 2 pm: All you need to know

With demands for passage of the juvenile justice bill -- that seeks to treat juveniles between 16 to 18 years as adults for committing heinous crimes such as rape – intensifying both inside and outside Parliament, the Rajya Sabha decided to take up the legislation for discussion on Tuesday at 2 pm.

A few MPs have raised a valid question. What happens if a kid of age 15 years and 10 months commit a heinous crime. Would you amend the law to lower the age to 15? 14? 13? 12? What is the limit?
 
I think criminal doing crime of rape (and its proved), then he should be treated as adult, no matter if his age is 18, 16 or 15.
 
i guess. some crimes can be defined as exceptions instead of changing the definition of age because the limit would never be enough to cover all crimes.
 
well somewhere at a point Govt had to take a strict decision,and if a person under 18 has mentality to commit crimes like rape,pls dont call them kids.
 
the bill is basically throwing away the concept of rehabilitation. logic states that people are not born rapists. if you cannot believe in the concept of rehabilitating a 16 year old adult, then best is to just hang them all instead of using taxpayers money to feed them for decades. because when they get out of prison 5/10/15 years later, they would still be hardcore criminals angry with the society not reformed human beings.
 
what if Pakistan starts sending minor terrorists ? would you still ask for rehabilitation ?
Rape and Murder are not small crime that one would commit under influence of someone. At present there is no provision to hang someone for rape and generally people are not given death sentence for murder too. Also prisoners are taught farming, sewing,carpentering inside jail aren't those steps of rehabilitation?
I have listen on tv debate that government will keep them in separate cells, I am waiting for tomorrow's newspaper for details I generally don't trust tv media
