the camera UI still sucks to what HTC has on the newer sense variants. gesture keyboard, there are much better aftermarket options. lockscreen widgets never found any use for them. quick settings would have been useful if they were actually buttons (like in CM 10.1) and not just to open the settings page.

Well when we are talking about the stock stuff, I wonder why you brought HTC's UX in the discussion. Similarly for the keyboard.
I personally find locksreen widgets useful, I use plenty of them, so the choice differs from person to person.
And regarding the quick settings, well I use a custom ROM which has an option to either use them as actual toggles or to keep the stock behavior. I like the stock behavior where the settings page pops up. So again this differs from person to person.
Then some additional features are also there like some Google Now add-ons, daydream (squeezes the juice out of your battery though). And at the end of the day, a smartphone is all about being updated to the latest ROMs, binaries, and features, isn't it?

At the end of the day, people need a phone that works for them. Not everyone is interested in hacking their phones to get the most out of them. For some people, the phone is a mean of livelihood. And a device that malfunctions at critical times can be turn into a curse.

Not at all, I have used Nexus S, Galaxy S2, Galaxy Note 1, Galaxy S3 and I have just I installed cyanogen mod once on my S2, I never cared to install any custom ROM on any other android handset.

At the end of the day, people need a phone that works for them. Not everyone is interested in hacking their phones to get the most out of them. For some people, the phone is a mean of livelihood. And a device that malfunctions at critical times can be turn into a curse.
No one uses all features of phone completely even though users want quad core, high resolution camera, high speed capability 3G-LTE-Wifi cheap and latest version of OS at affordable price. Excitement toward phone hardly lasts maximum 1 or 2 weeks unless you're a developer.

Google Now was introduced in 4.2 right? It alone is worth the 4.2 update. I admit that it is not that useful here in India but it still manages to do a lot of things and it would only get better with time.
In any case, Android 2.3 was more or less feature complete. 4.x is largely a visual update.
NOT like that, infact from 3.0 (HoneyComb for Tablets) onwards only Android natively supports multi-core processors for multi-tasking (means one process for Core 0 and another process for Core 1 and soo on). So multi-tasking on multi-core CPU was effective from HC for Tablets and ICS for phones... GB uses Core0 always for any task... (But still some 3rd party apps are capable of making effective use of multi-core cpus, eg: MX Player).
Similarly ICS has sooo many improvements over GB apart from visual and layout (navi key) changes. but the problem with ICS is its heavy and lags even some high end phones. But thats removed in JB (Project Butter -- UI @ 60fps). Infact JB can be called as ICS in steroids.. Other goodies in JB are GoogleNOW, Google Voice (kills Siri and S-Voice left and right), Photo-Sphere (3D Panaroma), Gesture typing in stock JB KB (like swype), Day dream (SS like), Lock screen widgets, enhanced notification (pinch zoom on notification list, reply SMS, call back missed call, etc) to name a few...
