Mid range to high level PC build

hey i am looking to get new system, looking for amd build this time ! Budget is under 60k to 70k. Lower the better obviously ! Not interested in spending anything extra if not required !

1. System needs to be super silent its right next to my bed..

2. dont want any fancy lights anything..rgb..

now problem is gen 4 mobo are really expensive and m2 gen 4 are not cheap ! so shall i just get gen 3 mobo with gen 3 m2 ? the current hardware price should fall makes more sense to buy..since sort of increased making buying decision difficult !

Purpose: Normal day to day use but heavy multimedia usage with flash player in chrome, light gaming, not into gaming much, but wanna do in ultra settings this time :p

1. CPU: AMD 3600, around 15k ...was thinking of Zen 3 chip but don't know launch date or probably don't wanna wait !

2. Mobo: : MSI tomahawk max b450, now shall i get this one or is there new mobo coming in next 15days with gen 4 ? around 8k

3. m2 Samsung 960., 500gb gen 3 ? around 10k i am tempted to get a gen 4 m2 too :D

4. GPU: msi 1660 super around 20k but price online at Amazon is currently too high it was around 15k to 19k before lockdown

5. Power: PSU: i have been using seasonic 520w its very silent and good.. so which one is good now and should i get 600w now ? i want super silent and efficient. system will only have one m2 chip, one graphic card, one or 2 external HDD, maybe one internal SSD later if prices fall ! using 4k monitor !

6. i dont know which cabinet.. i dont want fancy lights rgb or anything just excellent airflow and silent fans..

7. ddr4, 16gb.. gskill maybe ? 6k to 7k

No I'm from Chennai, you can see below my profile picture. Idk about cheap mobos, for mobo i wouldn't suggest cheap ones as you can buy one expensive one and upgrade specific parts later. i use Asus PRIME Z270-P + zotac 1050ti (bought 2 years ago, i get stable 144 fps in valorant [capped] ) its good for my purpose

@rizexor There are few shops in Ritchie street selling server hardware.
But everything is closed due to the lockdown here.
I usually buy all my stuff from Oasis IT store,mount road and Omega computers in Ritchie street.
