Ping to gateway is high. For lowering that either switch to an 8mbps plan or port change.

For writing to PGPortal, you could use this:

Connection keeps dropping and has extreme packet loss. Mtnl has checked wiring, and modem which are working fine. Please change my port to Huawei/SOTL or Alcatel.
 
I have not seen this throttling of MTNL from 4-5 days now.

Getting good speeds even day time.
 
It is true, the speed seems okay now. But the latency is as bad as ever. MTNL linesmen are coming and acting all dismissive or finding stupid excuses.
I sent an email to the appellate authority(5 days back), but no response or fix.

How does changing the plan help with latency? Will it change the port?

changing plan from 2Mbps to 8Mbps will improve latency massively...... I use to get 60ms to first hop in the tracert.... after taking 8Mbps, first hop takes only 6ms....... thts 10 times decrease in ping..... without even port change...

Honestly it does seems that MTNL is unable to handle the traffic.
I am also facing the issue of speed throttling.
am on 2 mbps plan but i hardly get 2 mbps.
I hardly get 2 mbps during day time but after some time like after 11 pm or in afternoon get good speed.
 
Speedtest shows stable speeds all times now, but latency is as bad as ever. It seems to stabilize later and later now. Earlier it used to get fixed by 6-7 pm, now its 11 pm earliest. I have stopped downloading stuff, so I don't know how the download speeds are.
